Ya, that is pretty much the definition of any "cost/benefit" equation you explained there. You miss out on a few skills and never have a chance to get them. If you like the stat distribution of your first form, then you can keep it that way for a long time and learn every possible skill, but in the Stegopod case, it's better to evolve ASAP. This means you either have a superior stat gain for more levels or you have superior moves. But the game punishes you with how the tutor works. Stegopod has a far superior stat distribution than Monkopod and Kentropod, so it's best to become a Stegopod ASAP. This method results in any creo having every possible skill, but at the cost of a better stat distribution. Visit the tutor again and it will teach Earthquake. Level up to 48 and learn Smite, and then evolve into Stegopod. After it learns Sap, evolve into Kentropod. The only way to have a Stegopod with every move, trait, and ability is to keep your Monkopod until level 40. It's stupid that the tutor only teaches you moves that your creo should have learned, and not a previous evolution should have learned.
